Wilshere joined the Canaries as first team coach in October 2024 and oversaw the final two matches of the season as caretaker coach following the dismissal of Johannes Hoff Thorup, winning one and drawing one.
He missed out on the managerial job in favor of Liam Manning, but looks set to land his first managerial role.
Wilshere, 33, is Luton’s preferred choice to succeed Matt Bloomfield, who was sacked this week, according to the BBC.
Luton struggled League 1 this season with five defeats in their first 11 matches following consecutive relegations.
The Hatters are also said to be considering Leyton Orient boss Richie Wellens for the role.
But they appear to be influenced by Wilshere, who spent more than two years in charge of Arsenal’s under-18s following his retirement in 2022.
The former England star led the U18s to the 2023 FA Youth Cup final, losing to West Ham.
That Gunners team included Ethan Nwaneri and Myles Lewis-Skelly, who have since moved into the first team.
